This layout has a lot of things wrong with it. First of all, the background is optimized for 1024x768, which isn't a problem by itself. What makes it a problem is that the code used calls for the background color to be white, which is too high of a contrast from the very dark background image. Secondly, the background image isn't centered, so those with higher than 1024x768 resolutions will only see a background in the top lefthand side of the layout.
Second offense is that the text is black, and so is the background of the tables. You can't read anything on the page except for the highly offensive links, which don't follow the color scheme of the rest of the layout. Making the visitor to hit Control+A just to read your profile is something we will never do.
